The former Prime Minister Atal Bihari Vajpayee and founder member of Bharatiya Janta Party was conferred Bharat Ratna, the country's highest civilian award on 27-03-2015.


Shri Narendra Modi  Prime Minister  was present at the Krishna Menon Marg residence of Vajpayee in Lutyens' Delhi where he was honoured by President of India Pranab Mukherjee.

Shri Modi later said "I thank the President for personally conferring the Bharat Ratna to Shri Atal Bihari Vajpayee. I pray Bharat Ratna Vajpayeeji's life continues to inspire all of us".

The announcement for the prestigious award for Vajpayee, the first Prime Minister from outside the Congress party to serve a full five-year term, came on December 24, a day before he turned 90.

Shri Vajpayee, who was Prime Minister from 1998 to 2004 and has faded from public life due to age-related illness is lauded as a statesman and has been often described as the moderate face of BJP.

Mr. Bajpayee has been credited with taking bold initiatives, notable among them being the historic bus journey to Lahore in 1999 when he signed the landmark Lahore Declaration with Prime Minister Nawaz Sharif of Pakistan with both sides pledging to push for peace and security. Mr. Vajpayee's detractors called him the "mask" of RSS but still always had good words for him. Prime Minister himself recommended Bharat Ratna to the President for Shri Atal Bihari Vajpayee.

Since its inception 43 people including former Prime Ministers Jawaharlal Nehru, Lal Bhadur Shastri, Indira Gandhi and Rajiv Gandhi besides singing legend Lata Mangeshkar and the batting mastreo have received the prestigious award so far.

Atal Bihari Vajpayee is an Indian statesman who was the eleventh Prime Minister of India, first for 13 days in 1996 and then from 1998 to 2004.

What is Bharat Ratna ?


Bharat Ratna (भारत रत् - Jewel of India) is the highest civilian award of the Republic of India. Instituted on 2nd January 1954, the award is conferred "in recognition of exceptional service /performance of the highest order", without distinction of race, occupation, position or sex. The award was originally limited to achievements in the arts, literature, science and public services but the government expanded the criteria to include "any field of human endeavour" in December 2011. Recommendations for the Bharat Ratna are made by the Prime Minister to the President, with a maximum of 3 nominees being awarded per year. Recipients receive a Sanad (certificate) signed by the President and a peepal-leaf–shaped medallion, there is no monetary grant associated with the award. Bharat Ratna recipients rank seventh in the Indian order of precedence, but are constitutionally prohibited from using the award name as a title.

Regulations -

The Bharat Ratna is conferred "in recognition of exceptional service/performance of the highest order and was originally confined to the arts, literature, science and public services, per the 1954 regulations. But, in December 2011, the rules were changed to include "any field of human endeavour". The 1954 statutes also did not allow posthumous awards but this was subsequently modified in the January 1955 statute and Lal Bahadur Shastri became the first recipient to be honoured posthumously in 1966.



Although there is no formal nomination process, recommendations for the award can only be made by the Prime Minister of India to the President with a maximum number of 3 nominees being awarded per year. The recipient receives a Sanad (certificate) signed by the President and a medallion without any monetary grant. Under the terms of Article 18 (1) of the Constitution of India, the recipients cannot use the award as a prefix or suffix to their name, although recipients may use either the expressions "Awarded Bharat Ratna by the President" or "Recipient of Bharat Ratna Award" to indicate that they have been honoured with the award. The holders of the Bharat Ratna rank 7th in the Indian order of precedence.



As with many official announcements, recipients are announced and registered in The Gazette of India, a publication released by the Department of Publication, Ministry of Urban Development used for official government notices; without publication in the Gazette, conferral of the award is not considered official. Recipients whose awards have been revoked or restored, both of which require the authority of the President, are also registered in the Gazette. Recipients whose awards have been revoked are required to surrender their medal, and their name to be struck from the register.



Specifications -

The original 1954 specifications of the award was a circle made of gold 1 3⁄8 inches (35 mm) in diameter with a centred sun burst design on the obverse side. The text "Bharat Ratna", in Devanagari Script, is inscribed on the upper edge in silver gilt with a wreath set along on the lower edge. A platinum Emblem of India was placed in the centre of the reverse side with the national motto of India, "Satyameva Jayate" (Truth alone triumphs) in Devanagari Script, inscribed in silver-gilt on the lower edge.



A year later, however, the design was modified to the form that is currently in use. The current medal is in the shape of a Peepal leaf, about 2 5⁄16 inches (59 mm) long, 1 7⁄8 inches (48 mm) wide and 1⁄8 inch (3.2 mm) thick and rimmed in platinum. The embossed sun burst design, also made of platinum, on the obverse side of the medal has a diameter of 5⁄8 inch (16 mm) with rays spreading out from 5⁄6 inch (21 mm) to 1⁄2 inch (13 mm) from the center of the Sun. The words "Bharat Ratna" on the obverse side remained the same as the 1954 design as did the emblem of India and "Satyameva Jayate" on the reverse side. A 2-inch-wide (51 mm) white ribbon is attached to the medal so it can be worn around the neck. In 1957, the silver-gilt decoration was changed to burnished bronze.





Entitlements -

State Governments have been advised to declare Bharat Ratna awardees as state guests during their travel within India in states: 

  

Whenever a Bharat Ratna awardee would travel in India, he would be considered a VVIP and would be accorded the best of the treatment as laid down by the rules in the state of visit. Every state has prescribed rules for providing facilities to visitors designated as State Guests. These rules cover various provisions required for the purpose of reception, transport, boarding and lodging for such guests. A special budgetary provision is generally kept for such visits and a separate department which deals with protocols is designated to handle requirements.



Indian Missions abroad would provide proper facilitation as and when requested by awardees on their visits abroad:



The Ministry of External affairs in India advises its embassies and other mission across the world about the protocols and privileges associated with visits of various dignitaries. Awardees would be considered a VVIP as per Indian standards and would be accorded preferential treatment at Indian missions and would be provided due facilities and support as requested. Preferably their visits and itineraries are advised to relevant missions and the awardees may be received at the airports / entry-points by designated personnel. Embassies / missions would be expected to make arrangements for boarding / lodging and transportation for these guests.



They are entitled for Diplomatic passports:

 

Diplomatic Passport is a special category of passports which is issued to Indian diplomats, top ranking government officials and diplomatic couriers. Such passports have maroon cover to distinguish them from other categories and carry certain level of privileges with them. Carriers of these passports are generally provided preferential treatment at most of the airports across the world including a separate immigration counter and lounge access by airlines. Individuals with these passports are considered representative of the country and special protocols are attached to these accordingly.



They are figured in column 7A of the Table of Precedence:

 

The Bharat Ratna awardees are placed along with union cabinet ministers and state chief ministers in the order of precedence of Republic of India. There are at any point of time on 6 people apart from former presidents of India who are above a Bharat Ratna awardee in the list. The order is established by the President of India, through the Office of the President of India and is maintained by the Ministry of Home Affairs. The position entitles the awardees special rights including those of being invited for all the functions organized by the government for celebration of national festivals.

 

They are entitled for lifetime free executive class travel on Air India:

 

The award comes with a lifelong privilege to travel on the governmental carrier within India and abroad. Though a relatively less important benefit, but it still has considerable financial implications. Special vouchers are issued by Air India on request of the awardees and tickets are generated against those vouchers.

 

Apart from these, the government maintains that there are no monetary benefits or pensions associated with Bharat Ratna.
