Step 1 - Solve Previous Year Question Papers

2 - Proper Study Plan

यूपीएससी परीक्षा 2014-15 में उत्तर प्रदेश के मेरठ के निशांत जैन हिंदी माध्यम से परीक्षा देने वालों में अव्वल रहे। वरीयता सूची में उनका 13वां स्थान है। इतनी बड़ी सफलता निशांत ने आखिर कैसे पाई, जानिए उन्हीं की जुबानी।
यूपीएससी परीक्षा 2014-15 का परिणाम जब जारी हुआ, तो उसमें मुझे 13वीं रैंक मिली। यह जानकर मेरी खुशी का ठिकाना नहीं रहा। इंटरव्यू के समय मुझे विश्वास तो हो गया था कि इस बार मेरा सेलेक्शन आईएएस में हो जाएगा, लेकिन उसमें इतनी अच्छी रैंक मिलेगी, यह भरोसा नहीं था। यह मेरा इस परीक्षा के लिए दूसरा प्रयास था।
राशन कार्ड ने बना दिया IAS, पढ़िए दिलचस्प कहानी-
जहां तक इसकी प्रेरणा की बात है, तो मैं कहूंगा कि मुझे राशन कार्ड से इसकी प्रेरणा मिली थी। राशन कार्ड को खाद्य रसद अधिकारी द्वारा जारी किया जाता है। बचपन में अपने परिवार के राशन कार्ड पर अधिकारी शब्द को देखता था, तो वह बहुत आकर्षित करता था। जब दसवीं क्लास में था, तब समझ आया कि अधिकारी बनने के लिए सिविल सेवा की परीक्षा पास करनी होती है।
सपना तो मैट्रिक से ही था, लेकिन परिस्थितियों और संघर्ष के चलते सीधे ग्रेजुएशन के बाद इस एग्जाम में बैठने की हिम्मत नहीं हुई। मैं अपने कॅरियर को सेफ जोन में रखकर आईएएस की तैयारी करना चाहता था, इसलिए जब मैं लोकसभा में हिंदी असिस्टेंट के पद पर नौकरी करने लगा, तब मैंने अपने इस सपने के लिए प्रयास शुरू किए।
शुरुआत में मन में थोड़ा डर भी था कि इस एग्जाम के लिए लोग जी जान से जुड़कर मेहनत करते हैं वहां मैं नौकरी करते हुए आईएएस बनने का सपना देख रहा हूं। लेकिन, जब पढ़ाई शुरू की, तो मेरे लिए यह अपने विषयों का रिविजन ही था, हिंदी साहित्य मेरा विषय था। दूसरा, स्कूल में मैंने जिन विषयों को पढ़ा था, मैं उन्हें भूला नहीं था। अगर आपका लक्ष्य स्पष्ट हो, तो उस तक पहुंचने का रास्ता आप ढूंढ ही लेते हैं।
आई ए एस बनना कोई रॉकेट साइंस नहीं है, जिससे आप डर जाएं। बस खुद को पॉजिटिव रखें और नकारात्मकता फैलाने वालों से दूर रहें। हिंदी माध्यम के छात्र अक्सर अंग्रेजी भाषा से डरते हैं, लेकिन इसे हौव्वा न समझें और इसकी अच्छे से तैयारी करें। अंग्रेजी के प्रति एक बात ध्यान में रखें कि वह हिंदी से ज्यादा आसान होगी। हिंदी वर्णमाला में 52 अक्षर हैं, तो अंग्रेजी में 26 हैं।
मुझसे इंटरव्यू में पहला प्रश्न भाषा को लेकर ही पूछा गया था कि आप हिंदी में इंटरव्यू देना चाहेंगे या अंग्रेजी में। मैंने कहा, ‘मेरी प्राथमिकता हिंदी होगी, लेकिन यदि आप अंग्रेजी में करना चाहें, तो मुझे ऐतराज नहीं है।’ इसके बाद पैनल ने मुझसे भाषा, अंग्रेजी, समाज, धर्म, भारतीय अर्थव्यवस्था, राजनीति आदि विषयों पर 35 मिनट तक चर्चा की। मैं किसी भी प्रश्न पर घबराया नहीं, सहजता से जवाब दिए।

Nishant Jain the IAS Topper in Hindi Medium is a very down to earth person and believes in the hard work and gradual rise approach towards Life. Phil in Hindi Literature from the Delhi University and also qualified the JRF in Hindi subject. What do you think about the changes in the IAS Prelims Exam Pattern?
IAS Nishant: For the latest pattern of IAS Prelims Examination which is being implemented from 2015, the CSAT Paper II will be qualifying only. The importance of General Studies will be greater now, but at the same time do not ignore CSAT completely in this pattern. But candidates must give more emphasis on General Studies and try to cover all the aspects of General Studies Topics.
Does joining coaching helps in clearing the IAS Prelims Exam?
IAS Nishant: He said, I would like to say again that coaching is not necessary or compulsory for all candidates. But in case of good coaching or good teacher, they can guide you to proceed in right direction and they could help you to get your way easier. It depends and differs from person to person.
How far the group discussions are helpful in clearing IAS Prelims?
IAS Nishant: He said, of course, Group Discussion (GD) is very important. I used to give more stress on Group discussion because by group discussion various aspects of the topics can be covered. Moreover sometimes new aspects also come in light. The importance of Prelims has been increasing in the IAS Prelims Exam also and group discussion really helps in analyzing the topic in its entirety with various points of view present at the same place and time. It also helps in understanding the complex options given in the IAS Prelims Paper and weed out the wrong answers.
When did you start the Preparation for IAS Prelims Exam?
IAS Nishant: He said, I have not prepared for the IAS Prelims Exam separately but I would suggest that the candidates should start the concentrated studies for IAS Prelims Exam 3 - 4 months prior to IAS Prelims Exam.
What was your strategy for General Studies for the IAS Prelims Exam?
IAS Nishant: He said, in 2014, when I appeared in the IAS Prelims Exam, there were 2 papers in the IAS Prelims Exam. I gave more stressed to the General Studies Paper and prepare very little for the General Studies Paper II that is CSAT. I focused on the areas which are mostly overlooked by other candidates such as Art, Culture and Environment. I assessed that the questions from the Indian Polity and Modern History are relatively easier to attempt and hence I prepared those sections thoroughly. In the overall preparation I gave more stress on Art and Culture, Indian Polity, Modern History and Environment and Ecology.
What was your strategy to Prepare for the GS Paper II (CSAT)?
IAS Nishant: He said, IAS Prelims General Studies Paper II CSAT tests the aptitude skill of the candidates. It tests the skills which we gathered during our whole life time and the academics such as in Bachelors Degree, class 12th, class 10th and the likes. I could not prepare very thoroughly for the CSAT Paper because I was very comfortable in the Comprehensions. Moreover the aptitude and reasoning questions asked in the CSAT Paper are of class 10th standard in most of the cases which I feel very easy to crack. But there is no escape from Practice for the IAS Prelims CSAT Question Paper.
How far English is necessary in fulfilling the work responsibility of a Civil Servant?
IAS Nishant: He said, in case of responsibilities of Civil Servants, I would like to tell you that in our Country Hindi are an official language; the English too is used simultaneously. In case of working in the central Government offices, little knowledge of English is sufficient for the efficient working day today.
What suggestions would you like to give for the future candidates for IAS Prelims?
IAS Nishant: He said, for the candidate of IAS Prelims, I would like to say that to open your eyes, ears, acquire knowledge irrespective any sources. Don’t fall into any biased and ill suggestions. Try to empowered yourself by acquiring knowledge. Try to study standard books and study materials and revise it again and again because in my opinion “it is better to read one book for ten times than to read ten books for one time”.
छठवीं क्लास में फेल हो गई थीं रुक्मणी, फिर अपनी जिद और जज्बे से बनीं IAS टॉपर
हौसले अगर बुलंद हो तो एक बार असफलता मिलने के बाद भी सफलता पाई जा सकती है। ये इंसान पर निर्भर करता है कि हार मिलने पर थक कर बैठ जाना है या फिर दोबारा कड़ी मेहनत करनी है। हार को जीत में बदलना है या जिंदगीभर रोना है।
आज हम आपको एक ऐसी लड़की की कहानी के बारे में बताएंगे जो छठी क्लास में फेल हो गई थी। मगर उन्होंने हार नहीं मानी और कड़ी मेहनत के बल पर पहले अटेम्प्ट ही यूपीएससी का टेस्ट पास कर लिया और IAS बनी। 2011 में चंडीगढ़ की रूक्मिणी रायर ने यूपीएससी की परीक्षा में पूरे देशभर में दूसरा स्थान हासिल किया था। उन्होंने टाटा इंस्टीट्यूट ऑफ सोशल साइंसेज से मास्टर्स डिग्री लेने के बाद यूपीएससी की परीक्षा देने के बारे में सोचा। रूक्मिणी ने बिना कोचिंग के पहली बार में ही यह टेस्ट क्लीयर कर लिया। वह दिन में 6 से 7 घंटे पढ़ती थी।
एक इंटरव्यू के दौरान रुक्मिणी ने बताया कि वह छठी क्लास में फेल हो गई थी। इसके बाद उनके पेरेंट्स ने उन्हें आगे कि पढ़ाई करने के लिए डलहौजी के सेक्रेड हार्ट स्कूल में भेजा दिया। मां-बाप से दूर बोर्डिंग स्कूल के दबाव को झेलना उनके लिए मुश्किल हो गया था। पढ़ाई में मन नहीं लग रहा था।
क्लास में फेल होने के बाद किसी के सामने जाने की हिम्मत नहीं होती थी। यह सोच कर शर्म आने लगी थी कि दूसरे लोग मेरे बारे में क्या सोचेंगे। इसी डर के मारे मैं धीरे-धीरे डिप्रेशन का शिकार होने लगी। मगर बाद में मन में ख्याल आया की इस परेशानी से खुद ही बाहर निकलना होगा।
जिंदगी की दोबारा अच्छी शुरुआत करने के लिए उन्होंने फिर से मेहनत करने का फैसला किया। रूक्मिणी का कहना है, ‘मैं सबको यह दिखाना चाहती थी कि अगर मुझे अवसर दिया गया तो निश्चित रूप से कुछ ना कुछ कर के दिखाऊंगी’। जब मुझे सफलता मिली तो लोगों के व्यवहार में बहुत परिवर्तन देखने को मिला।
उन्होंने यूपीएससी की तैयारी कर रहें युवाओं को संदेश भी दिया है। ‘असफलता खराब नहीं है लेकिन यह हम सब पर निर्भर करता है कि उससे सबक लेकर आगे बढ़ना है या परेशान होना। यदि आप कड़ी मेहनत के इच्छुक हैं तो हर मुसीबत को दूर कर सकते हैं’।

नेहा शर्मा: आज मैं जो भी हूं मेरे माता -पिता की वजह से हूं पर अपनी हर कामयाबी का श्रेय अपनी मां को देती हूं नेहा बताती हैं कि छत्तीसगढ़ का कोरिया जिला, जहां की नेहा हैं वहां शिक्षा के अच्छे इंतजाम नहीं थे, इसलिए माता-पिता ने आगे की शिक्षा के लिए उन्हें ग्वालियर के बोर्डिंग स्कूल सिंधिया में भेज दिया। नेहा ने 12वीं तक की पढ़ाई वहीं से पूरी की। बाद में आगे की शिक्षा के लिए वह दिल्ली यूनिवर्सिटी के मिरांडा हाउस गईं। नेहा ने भारतीय प्रशासनिक सेवा की तैयारी दिल्ली में ही रहकर की, और 2010 में उनका सिलेक्शन यूपीएससी में हो गया, नेहा ने ऑल इंडिया में 66वीं रैंक हासिल की। नेहा अपने बहन-भाईयों में सबसे बड़ी हैं और उनके लिए आदर्श भी हैं, उनकी छोटी बहन निष्ठा शर्मा उनके मार्गदर्शन में प्रशासनिक सेवाओं की तैयारी कर रही है।
लाल बहादुर शास्त्री अकादमी में ट्रेनिंग के बाद उन्हें उत्तर प्रदेश कैडर मिला, आईएएस नेहा शर्मा की सबसे पहली पोस्टिंग बागपत में बतौर एसडीएम के पद पर हुई।
Ø साल 2013- एसडीएम कानपुर सदर
Ø साल 2014 - 2015 - उन्नाव में सीडीओ के पद पर कार्यरत रहीं।
Ø साल 2017 -पहली बार डीएम पद का कार्यभार फिरोजाबाद में संभाला।
अपने फिरोजाबाद के कार्यकाल में नेहा ने फिरोजाबाद के सौंदर्यकरण पर जमकर काम किया, उन्होंने स्वच्छ भारत अभियान के तहत मुहिम का संचालन बखूबी किया और इसका असर फिरोजाबाद की सड़कों पर और शहर में दिखाई भी दिया। शहर की दीवारों को पेंटिंग में बदल दिया जिसकी प्रशंसा दिल्ली तक हुई।
नेहा शर्मा को बेटी बचाओ और बेटी पढ़ाओं के लिए सम्मानित भी किया गया, उन्होंने अपने डीएम कार्यकाल में इस पर खूब काम किया।
नेहा के पति दर्पण अमरावंशी आईआरएस अधिकारी हैं और उनकी दो बच्चें हैं जिनमें एक पांच साल की बिटिया पोएम और बेटे का जन्म इसी साल हुआ है।
बचपन में लोगों की मदद करने की इच्छा और सीख ने नेहा को आईएएस बनने के लिए प्रेरणा दी। उनके मुताबिक वो हमेशा से लोगों की मदद करना चाहती हैं और वह जनता के बीच रहकर उनके दुख दर्द को सुनकर उनका निवारण करना चाहती हैं। जनसेवा और देशसेवा नेहा के जीवन का मकसद है और भारतीय प्रशासनिक सेवाओं में आने की सबसे बड़ी प्रेरणा भी।
उनका मानना है कि अपनी समस्या लेकर अगर कोई आपके दरवाजे पर आए तो उसका निराकरण होना चाहिए, और फरियादी खाली हाथ, निराश नहीं लौटना चाहिए।

शक्ति के लिए संदेश देते हुए नेहा ने कहा, हिम्मत से सपने देखिए, उनको मजबूती के साथ पूरा कीजिए। कमजोर सोच से डरकर कभी भी अपना रास्ता मत बदलिए क्योंकि जीत आपकी हिम्मत और हौसलों से होती है। मजबूत संकल्प हर सपने को पूरा कर सकता है।
हम सबके अंदर शक्ति है, जरूरत है संकल्प लेकर आगे बढ़ने की।
